For each country, different levels of VAT rates can be defined and applied to products in the catalog.
Levels are pre-created with codes to help the definition of different rates (T0 for "zero VAT", TR for "reduced rate", TN for "normal rate", TS for "special rate")
A start date at which the VAT can apply must be defined.
If a country is missing, create a service to add it.
